Sept. 18 (Bloomberg) -- U.S. stocks rallied the most in six years on prospects the government will formulate a ``permanent'' plan to shore up financial markets, while regulators and pension funds took steps to curb bets against banks and brokerages.



Traders erupted into cheers on the floor of the New York Stock Exchange as the Dow Jones Industrial Average jumped 617 points from its low of the day after Senator Charles Schumer proposed a new agency to pump capital into financial companies. The Standard & Poor's 500 Index climbed 4.3 percent as 68 companies in the gauge rose more than 10 percent.

Wachovia Corp. soared 59 percent, Citigroup Inc. added 19 percent and Bank of America Corp. jumped 12 percent, sending the KBW Bank Index to its biggest gain since July. Morgan Stanley erased a 46 percent tumble and Goldman Sachs Group Inc. recovered most of a 25 percent slide after the nation's three largest pension funds stopped loaning shares of the brokerages to investors betting on their declines.

The figures released Thursday by MDA DataQuick showed 37,988 new and preowned homes were sold statewide last month, up 13.6 percent from August 2007 but down 3.8 percent from July.

The firm said 46.9 percent of all homes sold last month were foreclosed properties.

That helped send the statewide median home price plunging 35.3 percent to $301,000 during the year ended in August.

Not even during the Great Depression did we witness what is now unfolding--a sizable number of big financial institutions going under. What enabled their taking on so much debt and so many questionable assets was, primarily, the easy-money policy of the Federal Reserve. Chairmen Alan Greenspan and Ben Bernanke created massive amounts of excess liquidity. If the dollar had been kept stable relative to gold, as it was between the end of WWII and the late 1960s, the scale of the bingeing in recent years would have been impossible.

The first prescription for a cure is to formally strengthen the dollar and announce it publicly. A year ago August the price of gold was more than $650 per ounce. In late 2003 it had breached $400. The Fed should declare that its goal for gold is around $500 to $550. That would stabilize the buck--and stability is essential if animal spirits and risk taking are to revive.

Also of immediate urgency is for regulators to suspend any mark-to-market rules for long-term assets. Short-term assets should not be given arbitrary values unless there are actual losses. The mark-to-market mania of regulators and accountants is utterly destructive. It is like fighting a fire with gasoline.

Barack Obama said again today that he wants to raise taxes on the rich — that’s provided by November anyone is still rich.

That seems to be the theme: In a speech today, Joe Biden said that paying higher taxes is patriotic. The Republican strategy on Joe Biden? Let him keep talking.

The Democratic-controlled Congress said they are going to adjourn for the rest of the year. They said regarding the financial crisis, no one knows what to do. Well, that’s a ringing endorsement to re-elect them — “You’re on your own! We’re leaving.”

The Culture and Media Institute recently addressed the ad issue and detailed the bill's content (click here and here) but the mainstream press has been reluctant to get the word out on the actual facts. Recognizing this, Hasselbeck took the opportunity to use her platform to dispel the "lie" rumor.

The single most common current explanation for a possible Obama loss posited today by the left is that America is filled with racists. Pittsburgh Tribune-Review political reporter Selena Zito uses this charge to the hilt in a September 21 opinion piece on union members voting McCain. Naturally, the only reason Zito can come up with for this phenomenon is because these McCain supporting union members are wild-eyed racists. Yet, there are no statistics, no interviews with racists, no proof presented in this story other than the claims of professors and Obama supporters that it’s a true assessment.

This is an entirely common occurrence with these sorts of stories, too. We get all sorts of tongue clucking "experts" assuring us that anyone who votes for John McCain is a racist yet no proof other than the bald faced claims of those who merely assert the point as fact.

Shockingly, however, Madison resident Brian Jopek, the father of Ryan Jopek, the young soldier who tragically lost his life to a roadside bomb in 2006, recently said on a Wisconsin Public Radio show that his family had asked Barack Obama to stop wearing the bracelet with his son's name on it. Yet Obama continues to do so despite the wishes of the family.

Radio host Glenn Moberg of the show "Route 51" asked Mr. Jopek, a man who believes in the efforts in Iraq and is not in favor of Obama's positions on the war, what he and his ex-wife think of Obama continually using their son's name on the campaign trail.
