Do you remember where you heard it? Was it a news outlet that you might be able to post a link? I ask because if you heard it second hand, the person talking about it may have misunderstood. I've never heard of a national emergency being called for economic conditions, although the markets have closed early or halted trading...but those aren't governmental entities. National emergencies usually are natural disasters, like a hurricane or tornados. Now, I could see delaying voting for people's safety in that sort of a situation. But, no, I haven't heard anything like what you are describing. I think the person you heard this from may be blending two different news items.
