We don't have "ATM" cards here in Canada as far as I know, but this is what I would suggest.
Set up your bank account for online banking. Anywhere you have internet you can see all your transactions listed by date and merchant and you can see a realtime balance of your account. If you need credit or a credit card (or ATM card, from the sounds of it), make sure you get it from the same bank, and then you will be able to see its transactions online as well.
No receipts, no writing in a chequebook (well, unless you actually write a check, but even that shows up online), just a simple list of transactions that you can even export into a tax software solution!
Online banking is very safe and has helped immeasurably in planning my finances.
