The Potter(God) did all HE could do to keep the clay(Israel) from being marred. He sent Jeremiah(along with all the other prophets) and the clay(Israel) rebelled anyway. Therefore, the Potter hand to reform the clay into a new vessel. Israel was warned to repent and they did not, that is the clay being marred. God sent them to Babylon because of there repentance, this is the clay being reformed. Furthermore in 2Timothy 2:20 But in a great house there are not only vessels of gold and of silver, but also of wood and of earth; and some to honor, and some to dishonor. :21 If a man therefore purge himself from these, he shall be a vessel unto honor, sanctified, and fit for the master's use, and prepared unto every good work. This verse is telling us that we ourselves choose what kind of vessel we may be.
