I don't believe there is such a thing as a "fringe christian". Scripture teaches us we cannot be lukewarm, we must be either hot or cold. God will not tolerate a half-hearted commitment.

I cannot say whether someone was wrong in going to see a family..it's just not enough information without being there and knowing the full circumstances...but I can say I would prob. call the authorities and not make a personal house call.

If children are involved legally and prof. that is my first priority and I would keep it that way.

When I use the term "fringe Christian" I am referring someone on the perimeter of church - meaning they may worship and they might attend a small group, but they are not connected within the body either because of work, their level of maturity or even perhaps some painful issues connected with another church in their past.

Many times, the "fringe" is self-imposed and other times it is not.

There was a program on TBN within the last few weeks that dealt with this topic. As I recall, it was primarily concerning molestation, but the same procedure, I think, would apply here. I wrote the information down and wish I had it handy now to give it to you. I'll see if I can find it.
