Isaiah Chapter 42 v.16, "....I will make darkness light before them, And crooked places straight. These things I will do for them, And not forsake them."

Men can do nothing in their vain attempts to make themselves right before God...only He can change a crooked heart and make someone count in His Kingdom.

Is this referring to the hearts of men? Does that mean that God made man's heart crooked to begin with?
