I think you start to cross the line when you start to have too much confidence/pride that when you pray, or do something else in the faith, that you start to claim something miraculous happens. For instance, if you prayed for someone to be healed and it genuinely happened, you can start to be prideful and then try to do that with EVERYONE you pray for, or even touch. Like for instance, I used to be able to touch my fiancee's head and it would heal. But it's not happening anymore according to what my fiancee said. So, if I were to try to do that again, out of pride (sinful pride), and I were to try to get God to conform to my will to get my fiancee's headache healed, then I would be guilty of 'name it, and claim it.' Truly things do happen miraculously, but not at our every command. So the 'name it and claim it' teaching is that you demand God to heal this person or else you do not have the Holy Spirit.
