My shutters are only cover the bottom 2/3 of my windows, and I have a valance at the top. However, a friend's mom put in full length shutters. She then took 2 1X8 pieces of wood - had them glued together and used them to staple panels on to make a valance (she covered the wood with lining, stapled it and then arranged the panels so they looked awesome). Did that make sense? The valance stuck out enough from the wall, so the shutter could be opened without a problem. She did a similar thing for her sunroom, but the topper has more of an awning shape. If I replace my shutters with full size ones, I'll probably do something similar.
