If the vandals are juvies, the worst that could be done would be to put them in a juvenile detention center, if the vandalism is part of a long string of crimes.

The most appropriate would be to make them work off the cost of the damage they caused plus the cost of making sure they get the work done. They could pick up litter along a road or in a park.
