Romans 13:3-"Authority is not to cause fear of evil but to urge obedience in righteousness. Do you want rest from authority regardless the source? Don’t insist on one’s priorities and you will have the praise of all 4 for[you will be]a minister of[these gifts] to all your benefit. But if you are bitter and selfish, be afraid for with bitterness comes the discipline of the Spirit for he is a minister, avenger and rewarder of the wrath of God to those who practices evil. 5 Therefore, it’s necessary to curb our natural tendency to wrath and minister to the body for conscience' sake. 6 Because of this [gifting], you will pay taxes to proclaim your rulers are servants of God and are obedient to authority. 7 Render to all what is due them; tax to whom tax is due, consideration to custom, respect the office of authority and, honor what is right regardless of who proclaims it. 8 Owe nothing except mutual sacrifice for one another for in this you and your neighbor are fulfilling the law [of sacrifice]. Allegiance is for God alone but be careful, remember the three children in Daniel 2. Rulers, good and bad, are ordained by God and 'they' are responsible for administration or excess not us. 'They' are accountable not us.
