In their convoluted thinking, the hurricanes are being caused by Global Warning, and Bush is responsible for Global Warming because Bush did not try to get the Kyoto Treaty passed (which ignores the fact that the Kyoto Treaty was voted down by the Senate while Clinton was still president).

Most people that stayed for Katrina were not in those categories.
