It's kinda like a few artist have told me they feel about the Fan Awards - it's really neat to win an award for the first time, but though they enjoy that, they're fine with it going to someone else afterwards.
No, you won 2006, which made you ineligible for 2007, but you are eligible again in 2008. Basically, the year following the year you won you are not eligible, but the year after that you are again. Make sense now?

Maybe the Singing News Fan Awards should adopt the same rule. If you win it this year you are not eligible the next year, but the next year you would be eligible again. It would sure pass it around more.

Santa, the Ultimate Superfan winner is ineligible to for the following year's Ultimate SuperFan. In other words, 2007's winner is ineligible to participate in the 2008 Ultimate SuperFan, and though I made allowance for them to *participate* in the monthly polls of the year they are ineligible, they are well aware that even if they win, it will be the runner-up that will go to the Ultimate SuperFan poll.
So yes, Diana won, but since she won Ultimate SuperFan last year, she is ineligible to participate in it this year, and it goes to the person with the next most votes, which is James.
Does that help?
If not, I will have to find the rule and quote it for you. I'm at work and the list is on my computer.
