The records people are going to be easier to get through than the licensing people. Take your neighbor, and every piece of supporting piece of paperwork you can think of--his SSI paperwork/check stubs, anything else, with name, birthdate, etc., down to the place where you get a birth cert. copy and convince them that he is who he is.

He is not the only person in this situation. They are going to work with you on this. Be kind but persistent.

Of course, like I said before, check with his public assistance caseworker first, as they should have a copy or be able to easily get one for him.

I wonder if they can get him a copy with the embossed seal. Cuz I checked with Secretary of State and that's the only kind they'll take.
It would be so much easier to do it this way cuz he was born in a different county and it's a bit of a drive to get there.

You shouldn't have to go to the county in which you were born to get a birth certificate. What if you live in a different state? There are ways of doing this without travelling. Call your health department and ask them.

Kind of OT, but since someone mentioned it... where we live, it's supposedly illegal to keep expired driver's licenses.

My stepdaughter is going through pretty much the same thing right now, also in MI. They are telling her she needs a state id to go to school but she needs a school id to get the state id. I think she may have to come back to live with us for a little while and get an id or license here first, that's the only option she can come up with right now.
